MINUTES FOR Thursday, October 6th, 2011

6.   NEW BUSINESS

a.  Kimberly Ellis, Executive Director, from Emerge California

In 8 other states.

7-month long program training women in political activities, networking, fundraising, etc.

December to June training, Class of 2012.

Application Deadline at the end of October.

 

b. Rich Robinson: Emergency Resolution:

Motion approved; seconded; passed.

Repeal the ordinance in San Jose; all of the cannabis collectives would have to consolidate into 10.

Parker: As a downtown resident, has seen bad behavior by cannabis collectives.

Caludia: Not fair to collectives.

Peter: Unfortunate that the Council took the action it did.

Jacquie: Federal government said they will be cracking down on these businesses.

Omar: East Side and Downtown already has too many problems

 

Motion  to support the petition drive.

Motion made; seconded; motion wins, 22-15.

 

c. Central Committee Elections

A ssembly vs. Supervisorial District

Clark: How did this system develop? CA elections code.

7 Assembly Districts that are wholly are partially within a county; any county greater than 5 Assembly Districts MUST elect by Assembly District. If LESS than 5 Assembly Districts, a county committee shall be elected by supervisory districts.

In next election cycle, there will be 36 elected members, not 42.

Organizational meeting, we fill seats in Assembly District.

 

Discussion

Swanee: What happens when a district is led by a Republican?

Clark: Nothing to do with Party affiliation. San Mateo does supervisorial districts; more proportional.

Craig: Do we have a choice?

Clark: No.

Herb: Assembly districts not very proportinal; best interest if we move to supervisorial district,

Jacquie: Can we increase the number to 8, if switched to supervisorial districts?

Clark: Yes, there is no maximum.

Rob: Any consitency in the size of districts?

Clark: Even in some rural areas, Supervisorial districts have a hard time filling seats.

Steve: In the 1990s, we had 6 Assembly Districts with 36 members.

Brandon Sulser: Concern about Supervisorial districts.  Many in Sunnyvale do not like how their Supervisorial District is drawn; like Assembly District better,

 

Discussion: With open primary

Bill: We need to maintain an electoral process in delegate process.

Claudia: We have to think about cost. 4 years would be fine.

Swanee: What would we do for vacancies?

Alyson: Agree with original sentiment. 2 years is too short a term, since we run for re-election.

Chinyere: 4 year terms allow us for more people to get involved.

Clarence: New blood comes in every two years; no need for 4 year term.

Pierluigi: When is the deadline?

After our December meeting.

John Graff: 2 year cycle more representative than

Rob Means: 2 years preferable.

No endorsement for Sunnyvale, Seat 7.

Fred Fowler withdrew his endorsement.

Alice: Motion to approve Committee's recommendation; seconded; 60% needed.

motion not approved.

Bill James motions to refer to Endorsement committee to come back with report on accusations; seconded; majority vote required; motion passes. 25-14

18th Dem Club, South Santa Clara County Latino Democratic Club.
